The Directorate General of Medical Education and Training (DGME), Uttar Pradesh, has activated its NEET UG counselling portal at upneet.gov.in for the 2026-27 session, but has not yet published the official state counselling schedule or information brochure for MBBS and BDS admissions.
Candidates seeking 85 per cent state quota seats in Uttar Pradesh must wait for the DGME notice before registration opens. Meanwhile, the Medical Counselling Committee (MCC) has fixed the national calendar, under which state quota Round 1 counselling across all states is to run from August 13 to August 22, 2026.

What Has DGME Actually Announced So Far?
The counselling website is functional and carries the standard candidate sections for choice filling, seat allotment results and seat information. However, the registration window has not been opened, and the 2026 information brochure, which carries the eligibility rules, reservation policy, fee structure and college-wise seat matrix, is yet to be uploaded.
Until that notice appears, no date circulating on coaching pages or social media should be treated as final. Candidates should verify every claim against upneet.gov.in or dgme.up.gov.in.
Three MCC Rule Changes That Affect UP Candidates
MCC has introduced three procedural changes for the 2026-27 cycle that also shape how state-round candidates plan their choices.
- No physical reporting for upgrade seekers. Candidates who are allotted a seat and opt to upgrade in a later round no longer have to report physically to the allotted college. Their allotted seat stays protected in the system while they contest the next round.
- Online seat resignation. Candidates who wish to surrender an allotted seat during counselling can now submit the request online through the MCC portal within the notified deadline.
- Online document upload for NRI quota. Applicants claiming NRI reservation can upload the required documents through mcc.nic.in, instead of submitting them physically.
Note: Candidates should note that these apply to MCC-run counselling. Whether DGME mirrors them in the state rounds will be clear only from the UP brochure.
Eligibility for UP State Quota Seats
To be considered for the 85% state quota in Uttar Pradesh, a candidate must have qualified NEET UG 2026 with the minimum prescribed percentile for their category. Class 12 must have been passed with Physics, Chemistry, Biology or Biotechnology and English. The candidate must be at least 17 years old as on December 31, 2026.
Reservation benefit and domicile benefit are separate conditions, and a valid Uttar Pradesh domicile certificate issued by the competent authority is required to claim state seat advantage. Candidates who do not hold one should begin the application immediately, as issuance takes time.
Fees and Security Deposit
DGME has not notified the 2026 fee structure. In the 2025 cycle, candidates paid a non-refundable registration fee of ₹2,000, along with a refundable security deposit that varied by the type of institution selected: ₹30,000 for government medical colleges, ₹2,00,000 for private medical colleges and ₹1,00,000 for private dental colleges.

Note: Category certificates must match the format prescribed in the UP brochure. Category change is generally not permitted once registration is submitted, so details should be checked before final submission.
How the UP Counselling Process Works?
Registration and fee payment are completed online at upneet.gov.in, followed by document upload and verification. DGME then publishes the state merit list, after which registered candidates fill and lock their college and course preferences.
Seats are allotted on the basis of state merit rank, the locked choices, category and seat availability. Allotted candidates download the allotment letter and report to the college within the notified window. Vacant seats carry forward to the next round, then to the mop-up and stray vacancy rounds.
