The Selection Committee, Directorate of Medical Education and Research (DMER), Chennai, has confirmed that Tamil Nadu will continue with its existing state counselling process for MBBS and BDS admissions in the 2026-2027 academic year, and will not adopt the new procedures introduced by the Medical Counselling Committee (MCC) for All India Quota seats. The clarification came through a notification dated August 3, 2026, issued from the Committee’s Kilpauk office, two days before MCC began Round 1 registration for AIQ counselling on August 5.

Why the Clarification Was Issued
MCC updated its counselling scheme for AIQ seats ahead of the 2026-27 admission cycle. Under the revised framework, candidates who are allotted a seat must choose between a Freeze option, which closes the door on upgradation, and a Float option, which keeps them in the running for later rounds.
Candidates choosing Float can complete admission formalities online without reporting physically to the allotted institute in that round. Those choosing Freeze must report in person to verify original documents and pay the admission fee. MCC has also enabled seat resignation through its counselling portal, removing the need to visit the institute.
The changes prompted questions from Tamil Nadu candidates and parents about whether the state would mirror them. The August 3 notice was issued to settle that question before state counselling begins.
What Tamil Nadu Says It Already Does
The Selection Committee listed three existing state procedures that it says already address the concerns behind the MCC reforms.
- Document verification: Tamil Nadu operates a centralised system in which certificates uploaded during the application stage are scrutinised, with original documents verified physically at the institution when the candidate reports for admission.
- Seat resignation: The state has already moved to a fully online resignation process. As set out in the State Prospectus, all resignations permitted within the stipulated dates must be processed through the official portal. Offline resignation is not accepted.
- Upgradation: Candidates can seek upgradation from Round 1 to Round 2 and from Round 2 to Round 3, with the governing rules already published in the prospectus.
What This Means for Candidates
Tamil Nadu candidates should treat the two counselling processes as separate systems with different rules. A candidate participating in MCC counselling for the 15% All India Quota will encounter the Freeze/Float structure, online document verification and portal-based resignation. The same candidate participating in Tamil Nadu state counselling for the remaining 85% of government college seats and private college seats will follow the state prospectus.
Practically, this means candidates cannot assume that a rule read on the MCC portal applies in Chennai. Reporting requirements, resignation deadlines and upgradation conditions must be checked separately in the state prospectus for each process.

Tamil Nadu UG Medical Rank List 2026
The Selection Committee has not yet published the rank list or the counselling schedule for MBBS and BDS admissions for 2026-2027. Following the reopening of the application window under Notification 009, the Committee is currently running the scrutiny and grievance stage, with a portal opened on August 4 for candidates declared not eligible under the Government Quota.
