Medical aspirants applying for private and deemed medical college seats through NEET UG 2026 state counselling can apply only in states classified as “open,” where domicile is not mandatory, while four states remain fully closed to outside candidates this year. 

The Medical Counselling Committee (MCC) is currently conducting All India Quota Round 1 counselling, with seat allotment results due on August 19, and state counselling authorities across the country are running admissions to government and private medical colleges in parallel. Gujarat, Jammu and Kashmir, Odisha and Punjab restrict private and deemed college seats to their own domicile candidates, while most other states with private medical colleges allow any NEET-qualified candidate to register, regardless of home state.

What “Open” and “Closed” States Mean in NEET Counselling 2026

Every state conducts its own counselling for 85 percent government quota seats and, in most cases, for private and deemed medical college seats as well. Government quota seats are reserved for domicile candidates in every state without exception.

Private and deemed college seats work differently. States marked “open” let any NEET-qualified candidate register for these seats, whether or not they hold a domicile certificate of that state. States marked “closed” restrict private college seats too, allowing only candidates who hold a domicile or residence certificate of that state to apply.

This distinction matters for candidates from states with fewer medical college seats, since it decides where they can realistically apply outside their home state.

States Open for All NEET Aspirants

Based on the 2026 state counselling policies notified so far, the following states allow candidates from any state to apply for private and deemed medical college seats: Andhra Pradesh, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Manipur, Puducherry, Sikkim, Tamil Nadu, Telangana, Tripura, Uttarakhand, Uttar Pradesh and West Bengal.

States Closed to Outside Candidates

Four states restrict private medical college seats to their own domicile candidates in the 2026 counselling cycle:

  • Gujarat — private and self-financed college seats require a Gujarat domicile certificate.
  • Jammu and Kashmir — seats are limited to permanent residents of the Union Territory.
  • Odisha — private medical college admission is open only to candidates who are permanent residents of Odisha.
  • Punjab — private college seats go to bona fide residents of Punjab only.

A few states open their private college seats to outside candidates only after giving first preference to domicile applicants:

States Without Private Medical Colleges

States such as Assam, Goa, Delhi, Chandigarh, Meghalaya, Mizoram, Arunachal Pradesh, Andaman and Nicobar Islands, and Dadra and Nagar Haveli have no private medical colleges, so their counselling is limited to government quota seats for domicile candidates.

Eligibility Note for Candidates

Candidates should check the current year’s information bulletin of the specific state counselling authority before applying, since a state’s open or closed status, and the round from which it opens to outside candidates, can change from one counselling cycle to the next. The classification above reflects each state’s own private-college admission policy for the 2026 cycle and does not apply to the 85 percent government quota seats, which remain domicile-reserved in every state.
